need help with SPG

I received my OMS brass SPG from Leisure Pro. It came with a double ended needle looking thing, with little tiny o-rings on each end. Does this go into the SPG port before I screw the hose on? Or is this for maintainance or something like that?

That "needle looking thing" allows the SPG to swivel. You stick it in the SPG before you attach the hose.
