Need a way to signal divers (underwater) from the boat (with sound)

Underwater speaker and a mic. That way if other boats are in the area, your divers will know you are calling them.

we have a diver pull a surface float in boating areas
like shipping channels!!
if there's a freighter on the horizon,we send a big a$$ carabiner down the float line
he can signal the rest of the group...
to duck!

The area we are diving there are definitely NO other divers within miles so disturbing others underwater is not an issue. Just want to make sure it is loud enough to cover distance underwater and due to a fair amount of boat traffic it needs to be distinguishable from a motor.

I think the pipe idea may be the best option, ideally I would like not to make a lot of noise on the surface and just have the loud sound underwater but that may be asking to much.
