RI and MA are resident only (EDIT: except for what Mello-yellow said below). I believe CT is the same. NH and ME don't allow lobstering on scuba at all.

MA has non-resident licenses, but to get one you must own at least $5,000 worth of property in Massachusetts. Ironically, New York State does allow non-resident licenses -- they just cost more, -- and you are already a resident! Looks like your best bet is to get a NY lobstering license, take a trip to Long Island, and dive for lobsters there.

Or I could sell you my tool shed for $5,000 :)

I wonder what property $5000 would get you in MA? I think even a tool shed would cost more than that if there is any land under it..... :D

Ya know, I never gave long island a thought..... I wonder if there is any good lobster hunting there?
