Actually it would be effective against direct transmission but not airborne transmission of a disease.
As far as the airway is concerned, look at the body position of the diver in the water. If they have enough lift out of the water and the BCD is not riding high then, I have found that the head naturally falls back thus opening the airway. I always have flotation with me such as a rescue tube or a rescue can to place under the hips/legs. This provides additional buoyancy to facilitate the towing speed (higher body/less drag) and will prevent the body from going diagonal or vertical and losing an airway.

I believe there is a problem with the amount of dead airspace when using this method.
 
The 'mouth-to-snorkel' breathing is not an effective method of breathing for an apnic diver. I have been a paramedic for almost 20 years, and performed CPR on many persons. I can tell you under the best conditions using a BVM (bag,valve, mask) without any type of oral airway will most likely fill the belly with air,-not to mention a snorkel- and you'll soon find out what the persons last meal was. A proper seal around the mouthpiece and mouth would be difficult, then keeping the head in proper postition for air flow while in water....you get the idea.

If you feel confident enough to perform 'mouth-to-snorkel' breathing for a friend/family you would be better off learning CPR, and doing proper 'mouth-to-mouth'. :10:

I've thought about testing (on a Manequin) the reg. to mouth breathing using the purge button to fill the lungs.

I saw you are an SDI Divemaster and from the st. louis area. I'm a student here at SIU-Edwardsville and have done all my training with SDI. I was thinking of doing the divemaster course but didn't know that there was a instructor in the area. Did you do your course around here and can you recommend that instructor?

Actually I became a PADI DM and then did a crossover. The crossover is as simple as filling out a form and sending in the $$$.
