Looking for recommendations regarding optimal placement of the Zeagle Diver Tool Kit w/Slate (Part # 8135S) on a Ranger LTD.

NOTE: The "Slate" (plastic the thickness of 3x5 card stock) is secured to the back of the sheath via two sewn-on stretch straps. These stretch straps will fit over the shoulder straps, but I'm not sure that an appropriate mounting. If nounting on shoulder straps with shear/knife handles up, you need to be double-jointed to retrieve them. Whadaya think about mounting handles down (as long as snaps are secured, the shears and knife shouldn't slip out).
