I think the Chinese have actually put it to use.
As I remember, they sprayed silver iodide onto rain clouds to force rainfall, reducing the possibility of rain hitting the Beijing Olympics opening ceremony.

I think cloud seeding with silver iodide was tested back in the 70's in the USA. It had limited success.
