Thanks everyone for the input. I rigged up an O2 tent for him with a borrowed oxy-acetalene cutting torch and O2 bottle and a flow meter borrowed from work. I gave him 8L/min just to be safe. He got three 2 hour trips in his converted dog box accross one day and it made a huge difference. As a result his breathing has returned to normal and he is much more awake and aware (before he was constantly "sleepy"). He still gets tired easily and is on a modified diet but the vet says he is well on the way to recovery. The vet was suprised at how quickly he turned around. In the attached pic you can see how skinny he got from not eating for 2 days and the bare patch on his front leg from the IV. Thanks again for the ideas.
