Moalboal or Mactan?

Diving Malapasqua soon and I have limited time an can dive only one. Any advice on which?

The main problem of diving in Mactan is finding a good operator!!!!! Avoid operators that cater mainly for chinese or Korean. Most of the good dive sites are quite a distance away and the operator will charge extra accordingly. And if you are alone then you don't have any bargaining power!!
Diving is quite good BUT.......and eating out is another issue.
Quite a distance from Malapascua to Moalboal, 7hrs when we tried last time even with private transfer.
If I am alone I would prefer Moalboal. And if there is a group of us then Mactan is a good option as long as we have the sites agreed before our arrival.
