So was there a local effort to search for the body on the bottom? Maybe by a government agency or people from the charter operation or dive shop?
 
What does this mean?

The line that connected Gaunt to a dive buoy was found “frayed” when the company retrieved it, Estrada said.
 
My guess is that the line they are referring to is the flag line.
That would to me indicate an entanglement hazard that the flag line eventually was cut or rubbed against something.
 
The Coast Guard called off the search.
