Under that logic, one would not be able to change hose length.

As far as I know thats correct if you bought a set (first and second stage)
Everybody is doing it but the type approval is issued to the set with the specific length.

So in Europe SCUBA regulators have type certificates as do aircraft and they must conform in all manner to the legal description of the regulator in the type certificate? And the type certificate of the regulator specifies the hose length and other particulars?

The hose pictured in the OPs first post will cause no loss of performance to the regulator at any depth SCUBA is appropriate anymore than would the popular six foot hoses used by many technical equipped divers, probably less if any.
