Intermittently, when I try to access one of the Mexican webcams I get this msg with no apparent way to get around it ("Learn more" is a dead link):

Did you, by any chance, just change or upgrade your virus protection?

Full disclosure, I just did and finding some foreign websites blocked.

No, and the behavior is intermittent.
 
My guess without any additional evidence would be that it's youtube messing around with their anti-adblock algorithms. I have a pretty locked down browser (ads do not exist on my network) and sometimes I will get an error on youtube and have to refresh once or twice before the video will play.
