In 2 weeks, us 4 divers will be at Manila on both ends of our 2 week stay in Puerto Galera. What is available tourist wise? We should have about 4 hrs available for sight seeing each time as we pass through Manila.
 
4 hours is not a lot of time. Maybe Luneta Park. You could take the back road from Batangas City to Manila and check out tagaytay.
 
Not much to do in Manila with 4 hours to spare... depending on traffic, that could just be the return journey to a location.

Sightseeing:
Intra-Muros - History, War and Catherdral.
Corregidor - outside of your time frame.

Shopping:
Greenhills Arcade - bargain indoor market, fake goods, over-runs and tourist souvenirs at cheaper prices.
168 Mall and surrounds - same as above, but can be a little cheaper.
The Fort/Taguig/Serendra - Very cool shopping mall/precinct, nice restaurants, nice shops... nice to view a side if Manila life.
 
I suggest Intramuros. Historical place, lots of culture. The Manila Cathedral is in there. So is San Agustin and Fort Santiago

check out Illustrado restaurant and that cafe in Puerto Isabel

If you had an extra day, you could probably drop by Greenhills and Vmall. but with only 4 hours to spare, I wouldn't suggest it
