Mandatory 20 dives to get ACUC AOWD?

Hi,
In the ACUC AOWD description document there is total 10 hours underwater or 20 dives prerequisite for the Advanced Open Water certification. See http://www.acuc.es/standad.pdf
However, it is not mentioned as a prerequisite on the websites of dive centres doing ACUC AOWD course.

Is this really a mandatory requirement? Or I misunderstood the document?

Well, this is what I'm asking to clarify.
A diver should first get enough dives (or bottom time) and only then start ACUC AOWD course? Or to do this course first and then do more dives to become eligible for AOWD card?
 
you need OW plus 2 hours bottom time to enter the coure,

You need 10 hours bottom time or 20 dives for your instructor to certify you.

By the way don't let any instructor that isn't a cave instr. take you into a cave for the required limited penetration overhead enviornment dive....
