All liveaboards that I've been to, it is possible to arrange *in advance* 15L tanks, for an extra fee.

15L steel tanks are unusual in the Maldives. 100cf aluminium tanks are not and, as you said, you just pay an extra fee. Steel tanks are more expensive and more prone to rust, so typically less popular in tropical regions.

Yes. I believe they were Al tanks and available as an extra cost option on the boat
