Defo sipadan i used to work for Sabah parks in the marine research department. I would also check out Church reef and Mantabuan which are north east from Semporna the opposite direction to sipadan. So check out these reefs first and stay at Dragon Inn which is a watervillage style resort which is very cheap in the gastly town of Semporna and then head over to Mabul/sipadan and stay at Uncle changs which is a homestay style accommodation. This will make your trip to this area cheaper
