I 2nd the Stix arms for very negative rigs. Most other arms such as the UCLS ones have only enough buoyancy to only offset the arm system (clamps, etc). If your housing on it's own is positive, then that will do. If your housing is negative, then stix is the way to go.
 
Adding foam (or anything that increases frontal area) also increases drag. Its going to be harder to swim your rig, especially in a current.
 
Thanks to all, great ideas. As to added drag, i'd say that is a fair trade. For times when I have a long swim and have my rig, I tend to hold it at waist level just to get an acceptable swim profile.
