Hi all.

One
of those 3000 psi gas cylinders used for welding, about 5' tall, fitted with a scuba tank filling hose at its top valve, empty.
A hole perforated and threaded near its bottom, and proper ~1/2" fitting in it.

A second identical gas cylinder used for welding, about 5' tall.
Also a threaded/fitted hole near its bottom. This one filled with water.

One of those 3000+ psi pressure washing pumps. Seen some surprisingly inexpensive.
Sucking water from the bottom of the second one and filling the bottom of the empty one.
Water pumped-in will compress air in the first to rated pressure and accumulate at its top.

Fill diving tank. Repeat. Fill diving tank. Repeat. Fill diving tank..... until diving tank pressure reaches desired.

Of course some details are omitted to return the water to cylinder 2 and admit new air into cylinder 1 (Valves, pipes...)

How lunatic or possible would that be ?
 
Why? You can buy a compressor that wont inadvertently fill your tank with water.

You might find that these do not pump the water a 3000+ psi but rather they provide a very concentrated spray over a very small area that has an equivalent pressure of 3000psi. They tend to also pump a limited volume of water, due to the concentrated nature of the "head" so it may take some time to pump 80-100 cubic foot to fill a tank.

Not sure I would trust the pump or hose to take the true back-pressure of 3000+psi.
 
I wouldn't worry about the pump being able to produce 3000psi but boy would that air be wet. You could roll your tanks before every fill still and have rust clogging your dip tube!

And if the pump put out 3.25 gallons per minute you would get 1 cubic foot of air every 2 minutes.
 
Id be willing to bet it would cure your dry mouth problem from regular air.
