Probably low pay for majority unless you are an officer. I remember a few years ago a general was driving a ferrari around.... I knew a pilot who was doing well for himself.

Q. Roo State Police had a 14,435 base rate in 2021. Inspectors got 17, 162. A Suboficial 15,999. They all got a 50% raise in 2024, making them the highest paid state police force in Mexico.
CZM Municipal beat police got between 8,983 and 10,075 in 2021. About 30 of them got portions of that deducted because they hadn’t completed minimum required classes.
The mayor of Cozumel got 80,000 a month in 2021.

So the Mayor is paid about $56K (USD) per year. They seem to be very good with their money.
