I think the concern is that the finder would have no way to view a photo stored on the camera memory of a dead camera.

The memory cards on all GoPros are removable. Plus, just plugging the camera into a USB port will allow the card to be read.
 
The Hero 3 has a mini USB port, which isn't as popular as the micro USB, but they can always just take out the card. I will need to look at my Hero 3, but I think that's a standard SD card. The Hero 4 (and above, I believe) uses a micro SD.
 
Attention GoPro owners...and other small cameras...A much simpler solution exists...as has been endlessly posted herein. Just shoot a single frame showing your, “If found, please contact...” information. Oh yeah, one last bit of advice. Don’t erase that frame.

That is the first photo I took with my new DC2000. Has my name and all my contact information. If I am in Cozumel I add a second photo of where I am staying, and the dates that I will be there. The second thing I did was get a heavy duty snappy coil with the carabiner clip to attach the camera outfit to my BC. I don't go in the water without the camera clipped to my BC, even on a shore dive.

The tag is about an inch in diameter and is stainless steel. Go to Amazon or copy and paste the following:

I put the tag on the wristband of my Shearwater. I put the tag on the camera tray.

I know there are many posts about putting your name, address, phone number, etc. as a picture on your camera. But if the battery is dead, it might take more time to find a battery and install it, especially if you are diving in a foreign country.

BTW: I always have my camera rig clipped to my BCD. I unclip it when I'm at the boat and someone is there to take it onboard.

I don't believe a GoPro uses a replaceable disposable battery. I think all you would need is a USB charger like most of us have (I must have 20 of them) and the right cable, which is one of the common types. Also, I think a GoPro turns itself off after some time of inactivity (most cameras do that), in which case even much later it still should have some battery life left.

My wife got her camera and strobe back after losing them at Colombia Pinnacles a few years ago because of the "this camera belongs to..." first frame on the card.

My Hero3 has a mini USB portcand a standard size SD card. The mini USB was popular before micro USB came out. I have several mini USB cords.
