Try Dive Trek Bali in Amed. They fill their own tanks and mix their own Nitrox and Trimix. Run by two guys, one a tech instructor trainer, and the other a tech instructor trainer trainer. I doubt you will have fill problems there.

Definitely the wice choice for exotic filling in Amed / Tulamben.
