Hello...try to consider diving at Siquijor Island, Philippines and also to the nearby Philippine islands.
Siquijor is very know scuba diving destination island and also an island with white sand beaches. There are known beach resorts and world known scuba diving dive center.

From HK I would suggest Okinawa in southern Japan. Short flight- lots of great diving and beaches to choose from. A huge variety of hotels in all price ranges and a bunch of different islands to choose from. Also very easy to get back to Tokyo to fly out as there are numerous flights per day back up north. Water temp in August 80+F, huge diversity in coral and critters.
