Or make it like it is in Houston, where Immigration and Customs are combined. I suppose that all the luggage in HOU is screened as it comes in before it hits the carousel so you just get your bags and go.

You cant get rid of the traditional red light baggage check. It would make the island way too unsafe from the evil tourists.

Sarcasm noted, but if they increase the airport capacity by 3X, they will obviously have to do something. The Xray machine is already a bottleneck to the process of entering Mexico through Cozumel.
