I wonder if this airport expansion is a precursor to the cruise lines using Cozumel as a point of origin for cruises. Why else would they increase the capacity so much? It's not like the island is building new hotels and resorts. Where are all the additional passengers going to go?
 
but if they increase the airport capacity by 3X, they will obviously have to do something. The Xray machine is already a bottleneck to the process of entering Mexico through Cozumel.

Very little chance anything will happen on the way in as everyones been through security already to get there. It's like they think someones is going to get something smuggled in between the plane and immigration. Cozumel is the only place I can remember that has security on arrivals.

I don't think there's any way that Cozumel could support the kind of infrastructure required to replenish and refit cruise ships. The supply chain just doesn't exist at the kinds of volumes required by the cruise industry (not to mention that everything would have to come over by boat from the mainland. The economics would be hard to make work).
