I believe more of that behavior is in the local and dive community than cruise ships.

That seems likely to me as well, but be that as it may, it's much more likely that you will get yourself into trouble if you seek out drugs, prostitution, etc. on Cozumel than if you don't. I guess that's true anywhere, but the risk is higher when you are not on your home turf and especially if you are in another country.

No doubt, I don’t seek those out but have seen parts of the island most never will based on hanging out with local friends over the years. I don’t stay out that late anymore, but there is certainly a darker side of the island. Always has been.
