If it was easily accessible then they would get higher numbers. One has to take an expensive taxi ride just to get to the terminals. Depending on your location, the taxi ride would be more expensive than the train. The terminals are too far away from public areas.

That's part of it, for sure. I think scheduling plays another part. But I also think that they totally misread the average tourist. While many go the condo/Airbnb route, the majority are staying at All Inclusives. They are just not getting on a train.
 
Over the years I have seen only two or three Portuguese Men o' war around Cozumel. They were fairly common in the Gulf of Mexico (you cannot make me call it something else :D) years ago when I used to fish offshore Louisiana. I got stung one time; it was extremely painful.
