Didn't they say the same thing back in the 60's. I was there, but I can't remember. Heck, Jean-Michel Cousteau was into underwater architecture. We had an underwater habitat here off Catalina back in that era.
 
Guys, there is already an underwater "hotel". Located in Key Largo is Jules Undersea Lodge. Granted, it only has a few rooms but it is the real deal!! You can rent it and stay down overnight. They will even deliver you a pizza down there if needed. I don't have the link handy but just do a search for it. Look over the site. I have seen it with my own eyes from outside. We didnt stay in it, just dove the site.
 
If a hurricane can right the Speigel Grove then I'm not sure I want to be down there in something much smaller during a big storm
