I think late November to April is probably the best time to get and do a week's liveaabord cruise in and around Phuket. I have been twice, both times in late November and the conditions were good.
See Bees's boat Marco Polo is a basic boat without en suite cabins but kept very clean and the trips are extremely well organised. I had great fun when I went on it back in 2006.
I went back to Phuket in 2011 and did a week's diving on board the MV Nautica. That was a more upmarket boat with the usual facilities and once again, the diving was very good.
