I'm talking about 15l steel.I'm talking about a 15L steel tank, not an Al 100.

That's definitely not been my personal experience in the last 20+ years. Here's a list, off the top of my head, of dive centres/liveaboards that would not provide a 15L steel tank even if I pre-booked (and obviously agreed to pay a surcharge): South Moon, Freedom VII, Umbi Diving, Sinai Dive Club, Reef Oasis Dive Club, iDive ... and if I could be bothered to dig out my log book, the list could go on.Any dive center or liveaboard in Egypt may provide 15 L steel, you just have to ask it / reserve it before.
