Because if you're in a wetsuit you will have to disconnect your inflator hose to inflate a cc bag, which is not a good idea. If you're diving wet you've got to go with an open circuit or semi-closed bag that you can inflate with your second stage regulator. If you're diving dry, any style bag will work.
