Leaving feedback after thread closure

I'm trying to leave positive feedback for a buyer who just purchased something. I've closed the thread. I'm searching and looking around but can't find an answer. can I leave feedback for this person? If yes, how?

You should be able to leave feedback for any user, regardless of the thread being closed.

ok...how? I view the thread and there's no "Leave Feedback for..." I click on user's profile and there's no "Leave Feedback for..." button. I'm not sure what else to do.
