I'm wondering what all the certs mean, is PADI "Open Water Diver" what I'm after?

Yes. This is the basic level of scuba training with PADI [NAUI also has its fans]. This gives you the basic knowledge of scuba, and a certification card to purchase air for diving.

Further certification gives you advanced training in specialized functions, such as deep diving, using nitrox breathing gases, using a drysuit and etc. Any training facility should be very happy to explain it all to you, at length. However OWD is all your really need to get started.
 
I would also like to suggest Canadian Sub Aqua Club. We are located in Thornhill and run training classes with club instructors. I am Safety Director and a DM for the club, feel free to PM me for any additional information.

Perhaps you meant Aqua Sub Scuba Diving Center (in Richmond Hill).

They run a great program, and have very low student:instructor ratios for all aspects of training. They have all levels of training from open water to instructor to full trimix if what is where your diving takes you. They do 'Discover Scuba' experiences free of charge...:D

I would suggest 'discovering' scuba with a club/shop/group before committing yourself if you really want to see what they have to offer.

I got all my gear at Aquarius recently, and met a couple of instructors teaching out of there. They are a very knowledgeable and friendly and highly recommend them.

I was without car on that day, and one of the instructors even drove me to the Subway and offered me use of her pool on the weekend to try out my new gear.
