I have heard of dive shops which won't fill a tank arriving empty because they say it could have been emptied during the dive and water could have gotten in. So they only fill it after a visual inspection.

That's one reason I own a transfer whip. I don't need any crap because I decide to change my own valve or set up doubles. Some people understand DIY and others are d**ks, I just choose to avoid the confrontation.

As to the op, make sure you are talking the same language when you tell some to "do it".

Don't many shops require you pay them for a VIP if you bring in an empty tank? I think draining the tank first is not good advice unless he knows for sure the shop hit him for a VIP fee.

I've read about shops who will do that ... I even knew one here once that would ... but they went out of business.
