Internet here is dreadful, and is widely considered to hold the country's development back. The trouble is, it's a monopoly with what inevitably follows from that. Although there are local issues, the national network is deeply flawed. Some think (I do) that the ISP focuses most of its attention on blocking services that would compete with its telephone services (it is also the main telephone company). For example, I have been trying for the last 48 hours to download a 30 minute video stream from another country, and although there's nothing wrong with the local connections and service nothing has so far downloaded. This is very typical.
As regards Skype, it is not possible to install Skype here without using a VPN, but if it's already installed it sometimes works without using a VPN. Many VPNs, notably the free ones, are also blocked here. If you want to use Skype here, make sure it's already installed and credit has already been applied to the account. Anyone travelling with a computer should use a VPN anyway for reasons of personal security, but if the foregoing is done Skype may be usable without a VPN.
