hostage, it would be good to make contact with local responder agencies and see if they would incorporate your group into any exercises. I know the Rochester PD has an active scuba team. My brother was on it for 20 years. We frequently use local clubs as part of emergency response training....either to test volunteer capacity or serve as "victims".
