Are there scheduled release times, or is there a constant flow?

If the intakes are down near the bottom, they're sucking all the cold water out, and disrupting the normal stratification regime for the surrounding area. Yuk, that's complicating.
 
Power Generation is done during the normal course of the day as needed.
Floodgates are only opened during flood conditions.
 
The inlet to the turbines are near the bottom of the dam I think somewhere around 180-200 feet. When LCRA has water to spare, as the do now, they will use the water to produce electricity Cheap Electricity at that (no fuel cost). During the dry years they will let a little water out just to keep the river flowing. If you swim below the dam you will see how cool the water at the bottom of the lake is.
