The current at these sites is generally tidal dependent. If the boat would wait until slack water instead of diving at a specific time, regardless of tide conditions, the sites would be both extremely beautiful & peaceful. Depends on the Captain & DM running the trip. Some are alot more flexible than others in selecting the time to dive these sites.
 
I think that the DM and the cruise directors try to pick the best times to dive particular sites. I don't think that it was a matter of sticking to a program in spite of the water conditions. They attempt to offer the best sites at the best times. Conditions change. It doesn't serve their interest to subject divers to a difficult or problematic dives. Enough of those and they can forget about return customers or good reviews on boards like this one.
