There are a bunch of dive operators in the area but as best as I know there are none actually IN the park but all of them go to sites within the park boundry.
I dove with Silent World last spring and was happy with them. http://www.silentworldkeylargo.com/index.html
Other shops in the area are Sea Dwellers, Quiesent (sp?) and Slaters to mention a few. There has to be a dozen or more in the general area. This question has come up several times over the years so do a search on the board with "Key Largo" as your key words. If you don't find what you are looking for you might try reposting something like "Key Largo dive operators"

There is s dive op run in the Park (can't think .of the name).
Quissence is my favorite in Key Largo.
 
dive "Pennekamp Park"... sort of. Back in the 1970's, the Feds took over management of the reef tract (and everything else beyond three miles offshore) from the state. The area we dive used to be Pennekamp Park, but is now part of the Florida Keys National Marine Sanctuary.
