Well my vote would be for Cozumel. The diving is terrific and there is plenty to do on land. They have two different ruin sites to visit, a wild east side with cliff side restaurants, several great beaches, lots of downtown shopping, more wonderful restaurants than you could visit in a month, marine museum, atv tours, horseback tours, light house tour, flats fishing up north, dolphin and stingray encounters (if you're into that sort of thing), zip line tour, day trip to Playa del Carmen and much more. Did I mention the diving?
I've visited Isla Mujeres on a day trip and wouldn't want to spend more than a day or two there. But that's just my opinon, obviously others feel differently.
