Well, it says it's only in the conceptual stage, which makes sense--or else everyone would have one unless too costly. There have been a few things like that I've read about over my 11 years diving but I guess none are for real, at least not now.

Yes, we have. If I'm not mistaken it was started as an april fools joke a few years ago. IIRC the physics is plausible but the energy required for it work would make the device enormous.
Funny that it keeps coming back.
