Is this a scuba tank rank?

I found this thing left out by the curb for the trash people to haul away.

It kind of looks like a little tank rack, but I've never seen a tank rack that was so... nice looking before. It looks more like something that you put by your front door or fireplace, to like, hold umbrellas or log pokers or something. Or maybe it's a planter to hold pots. It looks like it's made out of wrought iron or some other fancy pants material.

Anyway, it seems to fit scuba tanks okay.

Does anybody know what this thing is?

LOL - I assume it is a flower pot holder or some other home decor item that just happens to have the right diameter for a tank.... But if it works for your tanks, go for it!
