From what I read in Jean's posts, it seems the gov't is keeping the pearl farming process rather backwards and primitive by choice. My guess it's that it's a backdoor method of conservation. If they allow more efficient harvesting methods, then depletion soon follows.
Just seems there'd be a better solution though.
