Is Peanut Island's lagoon only clear during high tide?

Hello everyone, I am a total noob to snorkeling, having only started a year and a half ago. After discovering the beauty of the Blue Heron Bridge, I hardly have any need for the other local snorkeling sites I used to visit. The one downside to BHB is, of course, the small window of opportunity each day based on tides. I manage to get two hours of water time (one hour before high tide till one hour after).

Wanting to mix it up a little bit, I have read there is a lagoon at/on Peanut Island for snorkeling. Is it also affected by the tides, and only clear during slack high tide? I'm not sure if the lagoon is attached to the intercoastal waters or if it is completely separate. Any advice would be helpful. Thanks in advance.

A friend snorkeled the lagoon when the tide was in-coming and indicated that viz was fine.
 
The visibility in the lagoon is often poor. The entire thing was poorly designed and sited in the wrong location. The county has made at least two major changes to the facility in an attempt to remediate a poor design.

Snorkeling in the lagoon is poor. However, the good news,,, snorkeling on the outside of it can be great with tons of fish and life, but you are also somewhat limited by the high tide window,
