I've heard a US/Canada Faber HP100 referred to as a D12 (metric). However, its water volume appears to be 12.9 L, not 12. It seems more accurate to call it a D13.

Am I wrong?

The "D" means doubles. But yes, the US-market HP100 is a 12.9L/237 bar cylinder holding 10% more gas than the European 12.0L/232 bar (each at rated pressure). However, calling it a 13L tank could be confused with an LP85, a true 13L albeit typically rated at 182 bar. "HP100" is pretty specific.
