Just curious,where did the term "Irish Pendent or Russian Rope" originate?

wordorigins.org does not give a clue. I first heard it in college from a ROTC room mate.

the subject came up during a conversation and with all the time I spent in the service I never did check into it. Maybe some one will see this thread later and come up with an answer..Thanks......
