You might consider using a diving travel agent. I've found their prices are no higher than booking directly, and you benefit from their expertise.

It works out for the travel agents because they get charged a lower rate than regular folks.

I wonder if you should look at Panama? Bocas del Torro and the islands off that Caribbean coast. Sun, sand, small town to mooch around, trips out to islands, coffee plantations etc, simple diving and snorkelling in lagoon with bottom always in sight, then some more adventurous diving outside the lagoon. Don't underestimate the lagoon, we saw a surprising array of fish and other things.
