Consider diving in Bocas del Toro, Panama. Two tanks dives are $60, including gear. Budget hotels run $25-$35/night (clean, w/AC, most with TV). If you eat like a local and not in the touristy restaurants you can easily eat for $10/day.

As far as airfare, Spirit flies to Panama City from Lauderdale. I recently flew Panama City to Ft. Lauderdale for $91/roundtrip on Spirit. Once in Panama City you can either take a long, scenic bus ride to Bocas ($28/each way) or splurge for a puddle jumper from PC to Bocas for $100 each way).

Water temp is 84 all year and the diving is excellent.
 
I'm with Fin59 and orbitz 200entertain code and Cozumel. My wife and I used that code a couple times and got roundtrip air, 7 nights (last time we stayed at Occidental Grand which we love) for $634 per/p and that was all Inclusive. I just checked for April using the same code and found one for Hotel Fontan for $1,018.59 USD total with air for 7 days. Oh, and that's from Kansas City.

If you stay directly in Cozumel at one of the budget hotels you can get it cheaper. My wife and I love nice beaches, which is hard to find in Cozumel unless you get way south. We stayed at Occidental Grand and absolutely loved it. It's way on South end but it's a ways from all the stuff going on in town. For us, we've seen all the shops and things in MX so we just like relaxing, reading, and diving.

But if you want to relax, nice beach, close to diving, this was exactly what we wanted. Nice resort, all-inclusive and literally 5 minutes to most of the dive sites the ops from in town boat out to. I enjoyed the 5 minute boat rides to the diving. Plus we didn't dive every day so having a nice resort style place to stay was nice.
 
I agree with previous posters, Cozumel is excellent diving for very little money!! Look for dive operations which also have apartment rooms. My parents have done Aqua Safari for very little money and loved it. My husband and I have done an all-inclusive (Iberostar) and dove with their dive center, but it will cost a lot more and if you are the type who likes to do their own thing, there may be better options :)
 
Here's a different approach. Drive to Cabo San Lucas and dive there.

Drive? to Cabo?? :shocked2: Dude... that's like 1000 miles from Arizona. At 50mph that's 20 hrs of driving and since it's suicidal to do night driving in Mexico, at 8 hrs a day over 2 and a half days of driving!!
