Another option is Cozumel.

Scuba Mau is across the street - 2 tank dives are $65. There's even a shallow shoredive off Villablanca.

Spirit doesn't fly from Phoenix afaik.
 
No idea from AZ, but from TX,
bonaire,Airfare=500, week of diving 800, food 300-1200 28 dives (57$/dive)

mexico 250 airfare(7 nights), 50 night, 50/day food, 35$ 2 tanks 28 dives ($51/dive)
BVI 500 airfare, 400 charter, 250 tanks and air 350-700 food 28 dives (53$/dive)

Drive to TX, week on the Fling, 3 day trip 11 dives ~ 63/dive + gas

Drive to California, sleep in your car, fill your tanks, and eat McD. shore dive ???
 
thank you for all of the advice. and I am ok with the sleeping in the car and eating ham samaches made from the ice chest the wife is a little bit more "needy" we just got back from Catalina and loved it but she (the wife) HATES the 7 mm suit and hood. so that is why we are looking for warm water. but sounds like Mexico will be the next best place to go. thank you again for the great advice.
 
Ditto on the advice about diving in San Carlos for your case. We lived down there for a short while and really enjoyed it. From your area it would be about a 9 hour easy drive. If you look you can find even cheaper digs and if you have a camper even better.
There is even some shore diving to be had ask the local dive shops when you arrive.
The water temps get back into the 70s the end of April and 80s by June. ;)
 
You could stay at Motel 6 for around $50 a night for your hot showers and better sleep than your car. buy an air fill card at a LDS and shore dive laguna or palos verdes. skip McD and go to grocery store for the basics and prepare in your room.
 
Yes, used to dive there almost 30 years ago! 16 mile reef, but it is best with a boat! Rocky point is not too bad from shore!
