They don't just promote and fund-raise. They are actually out there cleaning up trash left by others.

Another vote for Ocean Defenders Alliance. A real grass roots kind of group that relies on volunteers more than donations, though it is important that they do get donations to help them keep going.

I'm a sceptic of all organizations needing funding so this thread is a great idea, seeking who and how needs can be met. The dive related programs I support didn't meet your criteria.
