I had somewhat the same thing happen to my new HP hose. I had water very slowly bubbling from the hose. I asked my divemaster and instructor about it. They said it's from a seam in the hose. The seam's there so that the hose will split instead of explode if there's a pressure problem. So after a dive, the water would get in the holes and then bubble out after I put on a new tank and pressurized the hose.
After I heard that, it made total sense since the bubbles were spaced equally apart in a perfectly straight line along the entire length of the hose
