The 2 cylinders I bought online new came with a VIP sticker in the box. I doubt all are sent this way, but you might get lucky.

I don't know where you bought your tanks, but Dive Gear Express included a sticker in the box that appeared very much like a typical VIP sticker for Nitrox. I stuck it on my tank, but my LDS wasn't persuaded. Others on SB have said their LDS accepted that same sticker.
 
Again, their compressor, their rules...
 
really all depends on the shop you get the fill at. some don't mind the generic stickers, some require it to have a pci/psi inspector number, and some even will consider a hydro stamp within the first year as enough.
 
As far as the pricing - a lot depends on the particular shop. My most local LDS had some new tanks out after I bought my first, so I stopped to look....about $125 over the price I paid.
If they'd been $25 over, I would happily have bought the next from them (it's good to support the shop that fills your tanks)
